The aim of this Course is to provide high level Policy-makers and top Public decision makers with excellent training and informative sessions including a high level transfer of knowledge and numerous opportunities of sharing experience.

 

This Programme is placed under the Chair of an exceptional personality, Mr. Jean-Louis Bruguière Senior Vice President at the Court of Paris (2007) and Expert in Terrorism Affairs to the Council of Europe and the European Commission. The most renowned Experts of Thales Group will be associated in this Programme among numerous international others.

 

Introduction

The development of new information technologies, along with the constant growth of the Internet, has opened up a new "informational" space.

 

Consisting of interconnected networks, this space has become a veritable crossroads for knowledge, trade and communication, making exchanges and growth more dynamic, at the heart of all the activities that constitute the wealth of a country (administrations, companies, citizens).

 

Certain countries are very aware of this and operate a policy of total control, since technological progress can serve the general interest just as much as that of people or groups with evil intentions:

 

1. Information war between states: in a globalisation context, the control of these networks gives a competitive edge to those countries which have been able to implement it

2. New form of delinquency, cyber-crime has appropriated computer networks to commit offences for villainous purposes

3. Lastly, and more seriously, the "cyber terrorist" threat must not be underestimated

 

In its role as a protector of citizens, companies and critical infrastructures, the State must pay very close attention to the security of computer networks, which is now "a matter of national sovereignty".
