The aim of this Course is to provide high level Policy-makers and top Public decision makers with excellent training and informative sessions including a high level transfer of knowledge and numerous opportunities of sharing experience.
This Programme is placed under the Chair of an exceptional personality, Mr. Jean-Louis Bruguière Senior Vice President at the Court of Paris (2007) and Expert in Terrorism Affairs to the Council of Europe and the European Commission. The most renowned Experts of Thales Group will be associated in this Programme among numerous international others.
Introduction Faced with the exponential evolution of risks and threats, the question of the continuity of State services is fundamental to the survival of the Nation.
"Thinking the worst", learning to live with risk, is a mechanism, which both States and the population must adopt, in order to respond to emergency situations or severe shocks. This will involve, more precisely, scenarios, which are out of the ordinary or "unconventional", in ever more complex environments, where questions of interdependence between the private sector and the public sector enhance the domino effect.
To guarantee our societies resilience, it’s arranging things so that State, its institutions and the strategic services have the capabilities to operate in case of a major crisis. We have to ensure that all the grass-roots actors are involved in these processes and that critical operators (telecommunication, energy, transports…) and social communities are able to actively take part to the response to very moving, indeed fatal, events.
State doctrine in term of prevention, protection and risk mitigation is the key of the Nation resilience. During two days, we will review policies, means and actions plans aiming to ensure the social and economic life continuity in case of extreme disaster.
