Special High Level Course: Homeland Security 2/2
The objective of the programme is to provide developed and emerging States, and also LDCs, with the keys to ensure at least a minimal continuity of the service.
It is down to us to propose means for the prevention and elimination of the risk as far as possible. If the event does occur, solutions must then be envisaged in order to limit its effects. This involves researching the ability for resistance, putting organisations back into operation and reassuring the population. In other words, becoming a "resilient State".
