Special Courses for Government Officials

 

The IUHEI Programme "Special Courses for Government Officials" is principally developed for Members of Governmental Administrations who participate in the (1) formulating, (2) choosing and (3) implementation of the policies which, taken altogether, characterise the governmental Programme and line of action.

 

The key objectives of these Courses are to (1) improve the participants’ capabilities, (2) increase their problem solving skills when faced with complex issues (3) provide additional knowledge facilitating the processes of choice and action-taking notably on the following levels:

 

- Effective Internal Management of Government Administrations, decision-making process, setting up and implementing policies

- Managing international relations in the framework of bi- and multi-lateral negotiations

- Conducting agreement negotiations with both International and Regional Organizations

- Enhancing and developing the Member State’s visibility and influence in International and/or Regional Organizations

 

This Programme is organised by the Institute of Monte-Carlo with the academic support of the Crans Montana Forum.

Tourism 2/3 Course

The Programme is organised within intensive and interactive Courses designed for (1) Government Members (Ministers)

and equivalent ranking Officials (Governors of Central Banks), their (2) Deputies (Vice-Ministers, State Secretaries) and

for their (3) direct collaborators (specialised Consultants, Experts and Cabinet Members).

 

The Courses are led by distinguished Experts, reputable Professors coming from the most prestigious Academic Institutes, Directors of major corporations, government and political leaders, representatives of international organizations and globally renowned specialists and experts.

 

The training programmes will be scheduled on dates to be agreed and over a period lasting two consecutive years.

 

The courses will take place mainly in the country for which the Programme is organised, but also for evident technical and thematic reasons in Geneva, Brussels or Strasbourg.

arrows On the Country Level

 
 

The global Programme of activities is established by mutual agreement between the Institute and the Government. The Institute will carry out periodical evaluations deemed useful in accordance with the Government or on request.

 

For each topic and theme selected by the Government, the Programme is organised as follows:

 

Courses Format A

2 courses per year over a 2 year period

Level : Government Members and Officials of equivalent rank

2 x full-time two-day weekend courses per year in the country with:

- Two themes

- Three Experts

- 4 training courses, each lasting 3 hours

- Vital exchanges and discussions

 

Courses Format B

4 courses per year over a 2 year period

Level: Deputies and direct Ministerial collaboratorsk

4 x full-time four-day courses per year in the country with:

- Four themes

- Four Experts

- Each theme consisting of 8 training-courses lasting 3 hours each

- Vital exchanges and discussions

 

Courses Format C

2 courses per year over a 2 year period

Level: Participants selected by the Government

2 x full-time four-day courses per year in Geneva, Brussels or Strasbourg with:

- Intensive networking

- Two Experts

- Meetings with Officials of International Organisations and the European Commission
